As always in life, there are many ways to start a project. Looking at Windows CE quite often people start by choosing the hardware without thinking about support for the desired OS.
This can really harm Your project, because developing drivers is quite costly and is not necessarily what you want to do.
Therefore I would suggest as a best practice to have a look at the available board support packages (BSPs) at http://msdn2.microsoft.com/en-us/embedded/aa714506.aspx to get an overview. Then choosing one board fitting to one of the BSPs will give You a head start in your project.
It is just the difference between creating extra value in contrast to developing basic infrastructure.
